I'm about 3 weeks in and it looks pretty dodgey, I know it will fill out in a few weeks but is it even worth doing approaches in this lame inbetween stage?

Mine's like that, but thankfully not too bad and it's quite light hair anyway, so if it's only light stubble you can't really tell that it's patchy. Anything more than a couple of days growth though and mine just looks stupid because you can see the patches.
As for the approaches - it depends how it looks and more importantly how you feel about it. Some guys with very weird facial hair get girls. But if you're going to be self conscious about it then it's not going to help much.
