I wear shorts and a polo or a button up long sleeved dress shirt with the sleeves rolled up. You can wear a hat too because that seems to get me a lot of attention depending on how interesting it is. I like my shirts to be vibrant in color. Not like neon, but something along the lines of easter colors: pink, blue, yellow, etc.

Have fun with it!

If you're from Brighton, UK, as your name thing on the left hand side of the screen suggests, then I'm struggling to believe that you are actually asking this question given how wet and crap the weather is. Hardly "summer"!!

But in seriousness, it depends on what sort of club you go to. I go to some fairly grotty indie/rock type clubs and I'm not sure even in those I'd get in with shorts on. Hats often are frowned upon too, even in these (this is talking about indie/rock type clubs in Birmingham, Manchester, Newcastle and Nottingham so can't speak for Brighton). I also go to more mainstream clubs and these are usually even stricter on dress code.

Chinos and a blue vneck sounds perfectly fine for me. Accessorise it well and you can still look fine. If you can get away with a hat, then go for it, but bear in mind that if you're forced to take it off to get into a club you're not going to have very good hair!
