Location: England | | Hey I'm 23 and I'm unfortunately balding.
So I keep it shaved down to grade 2 and the facial hair stubble to same length. Also keep my neckline shaved. It's a pretty much stylish stubble. Similar to Max from the Wanted (band).
Do women in their 20s like this? Just that I'm at university at the moment and I've never seen anyone in my age group who keeps hair that short (due to balding).

I've alternated every year from #1 and longish hair, with no difference in attraction (and I keep track). I guess it doesn't matter.
There's always going to be varying opinions, but stay the course and go with whatever your style is...just for your own sake, stop having second opinions (:
