how do me upload pics?

i m just trying to figure out how to upload pics in discussion. I know there's the "Img" button, but i can't seen to understand how to make it work.

paste the location after it and and close it by typing [/img]

[img]picture%20location[/img]

Doesn't seem to work whether I put the website or the location of a jpg file on the hard drive of my computer between [img]and[/img]

It has to be a website URL not on your hard drive

EG:
