It's all about what you do with what you have. How is your appartment furnished? Have you guys decorated it and made it look hip and modern and not just a room two brothers are slumming in? If you plan on meeting any girls and bringing them back to your place, you need that taken care of first and foremost. Once you have the location, it makes it much easier to meet women knowing you have a place to bring them to if and when you are successful.
Second, you need a job. This is so you can get the nice things for your apartment, so you can go on dates, and so you'll feel better and more confident about yourself. I understand the economy is bad, but if you intend to meet women, you'll need some money. Women want to do things. Women want to go out to eat. Women want to have a good time. I'm not saying get roped in by a gold-digger or anything like that, but at the start of any relationship you'll need at least some income to be able to fund your fun.
Finally women are everywhere. In case you haven't noticed, they make up half of the population. Now you might not be able to find as many of the ones you want in your computer classes but I'm sure they are out and about in your neighborhood. Who does the grocery shopping, you or your brother? Grocery stores are a prime place to meet women. You mentioned you catch the bus-- so is public transportation. If you meet her on the bus you know:
1. She doesn't have a car and is comfortable with public transportation
2. she knows you don't have a car so she won't be expecting you to drive her around everywhere
3. She lives in close proximity to you, which brings me back to my first point -- you have somewhere to bring her.
Your situation is all about what you can make out of it. So make it good.
