Social proof all depends on how people perceive you, and how others react to you.... if you're standing still in a club all alone, you have no social proof (negative social proof even).
Now imagine this; when you're in the same situation, standing still, doing nothing. But you have 3 girls on the right surrounding you, all laughing, you have 3 guys on the left, all raising their glass towards you, you'll have massive social proof.
In both situations he does the same thing, but what's important is how you look to other people. The second situation will make the guy a million times more attractive to any woman.
In short, yes, it's completely reliant on how others react to him.... though a high value person in a foreign environment should be able to make friends easily and get into the second situation pretty quickly.... the only thing holding you back is your limiting beliefs and/or fear.
