IMO you should talk to her first, unless she has given you clear signs that she is sexually attracted to you.

Have you formed sexual tension and has she given you IOIs? Get her excited by going kino and when you think it's appropiate, go for the kiss.

There are different ways to go for this kiss.

Here's a classis example using Mystery's Method which used in the book "The Game" by author "Neil Strauss".

You: "Do you want to kiss me?"

In which case you can get 3 different answers:

-Yes (don't expect this to happen very often)
-Maybe (in which you respond: "Let's find out", and you kiss her.)
-No (in which you respond: "I didn't say you could, you just looked like you had something on your mind")

This way you can't fail.
