Just get them out face-2-face... Then run some game on her. If she's interested she'll allow you kino and BAM, you two are kissing.

It depends on the girl. Some girls are naturally quite flirty over text so it's harder to tell whereas others will only be flirty with guys that they like. Is she being a flirt over text message? If so is she a generally flirty person or does it seem like she has a thing for you?

i usually notice if the girl turns the texting more sexual, but if u havent met her at all then you dont know where the barrier is because she might just be like it to everyone. So yeah, u need to game her first to see if shes interested face to face.
