brary is right, it doesn't mean anything. Some girls were taught they need to play hard to get or seem unavailable or guys will lose interest. Focus on getting together with her, if she texts you back at all, that means she's interested in you. If you run out of ideas, you can tell her that having sex with you doesn't "count" because you're leaving the country anyway. That's kind of advanced though.

My plan is to go to the pool with her today and she told me her parents are not at home. (lives in same neighbourhood) I would try to kiss close her after the pool and say that I have to Leave in some minutes.
Than I would say she can show me her house and her room so that I am alone at her house with her. If we are there I would try to escalate. (can't fuck her cuz I have no condoms and don't have a car so it would take one or two days to organize them ... Haha. So best I can get to is licking her)

Don't worry so much about making plans. If you have routines you've practiced, obviously bring those along. If you don't now probably isn't a good time to practice. Stay in the moment, everything she does is an IOI until she slaps you or walks away from you, and that would make a good story probably. Don't put pressure on yourself, this is all fun.

If she brings up the other guy and says something nice about him, also say something nice like, "Oh, he sounds like a gentleman, sounds like my kind of guy, sounds like a real nice guy." and then immediately change the subject. There's a ton of posts about how to kiss close already and someone else can help you with pool kino, because I really don't know about it. I do know swimming in a pool with her is a good opportunity for a lot of playful touching, some "accidental" touching, and some full on touching no-one else can see. It's a golden opportunity for you.

Oh, and don't limit yourself to just one night where you plan on going for the f-close. For one, it puts a lot of pressure on you and two, there's always that around 25% possibility she'll be on the rag (assume that's what it is if she has indestructible LMR). Good luck.
