Do i say I'd rather not go, and that I don't want to intrude, or is that bad? Shall I just say something came up at work and that I can't make it? Is it good that I let her know I'm not happy that I'm just tagging along?

If a new girl, and you don't want to go, don't go. Tell her you'd rather see her when it can just be the two of you and tell her to have a good time.
If this is someone you're serious with and have been with, I'd tell her you'll go, but that you'd rather be alone with her. Basically, if you're serious, going shows a little committment, while you're still telling her what you want and being straight with her.
Regardless, be prepared for the results of being straight. If she flips out or flakes, her loss.
