The bold text is the command, which is embedded in this speech. For this case I am using quotes so it's not like I'm saying to her "you should stop by, we will have so much fun! You won't regret it." My brother is saying that, but it still registers in her subconscious and she will want to follow that command.
If you said "I'm going down to the mall" that isn't a command or a suggestion. There is nothing in there that will turn her subconscious to want to come as well. However, you don't need to rely on NLP tactics and by saying "I'm going down to the mall, you should come meet me there" then this is a really non-threatening suggestion that she has a high chance to agreeing to.
