Yep, this guy is Russian and he's from the Russian Internet Show - 'My Duck Vision', that produce Zeitgeist-like parodies, bogus Borat-like interviews and do loads of weird yet funny trash humor.

The point of this video was to set up Russian prime-minister Vladimir Putin for sexually harassing women, who voted for his public association.

The guy shook Putin's hand and prior to that he touched 1000 girls' boobs :)

And I wouldn't call him a celebrity or a pop-star, 'My Duck Vision' is mostly cult internet-show. So, I guess he must have had another good reason, so girls would let him do that :)

Some of these girls look really young, like minors. That is just disgusting. As far as how he does it, I think that if you reproduce the whole thing I mean get a camera do it in busy streets I think I can pull it off too. Having a camera man who follows you gives you social status, especially if you talk to him in front of the girl "come here, yeah, get this, ...etc". Also this is a video, so you don't know if he got slapped of even beaten up during this, in other words chances are he did fail, may be quite a bit especially at the beginning.
