I think a lot of guys would love to do that... but i'm sure that takes a master. Think about it, at least a bartender or a stripper are out to make fun and at least put a fun front on, so it's much easier to come into the situation being more fun than her and raise her to your level creating attraction. A female cop has been trained to bust your balls, not only that she's probably put an even stronger bitch shield up than most women because she's a FEMALE cop. All that being said....next time I get pulled over I'll do my best.
