when someone feels they will stand to gain something from doing something, with no fear of loss, they will likely do that thing as there is value in it for them

if the person knows there will be negative reprocussions to their actions, they will not commit to those actions, if you know you can do it and get away with no problems, or you know you stand to benifit of an action far outweighs the cost and you get some sort of fufilment out of that, you will do it, there is value in that action for you

so for example, if a girl sees a guy do something illegal like say, stealing her regular parking space at work and the guy is double parked and she is butthurt, she stands to gain something by calling parking patrol to ticket that person, he probably won't see her do it, he won't know she did it, and she knows he can't do anything to her

now OTOH, a girl witnesses a murder, dude is violent as fuck and stabs the shit out of the person to death, girl sees this, goes into shock, guy tells her to give him her purse, she complies out of fear, he pulls out her I.D. and says ''I KNOW WHERE YOU LIVE, I KNOW YOUR NAME, GO HOME YOU DIDN'T SEE ANYTHING, TALK TO ANYONE AND I WILL FIND YOU''

now, pretty extreme example, but scaled down it will still hold true, if she feels that she will not stand to gain anything by not doing what is asked, then she won't do anything, if the risks outweigh the benifit in a persons mind, there is no value behind the descision, it's just like when a guy approaches, if he is a pussy and doesn't see sex as more important then, not being rejected, or not feeling uncomfortable, he will avoid the risk, rather then going for the benifit, because the choice does not bring value to him

this is how descisions are formed, and depending on the way a person frames things inside their own mind reguarding what is precieved as benifit/cost, will effect how they make their descisions, eventually a person will form their own ''values'' and they will be subjectively different from person to person
