Actually, I used this as an excellent neg recently at a little get-together with a few people. You have already arrived an opened and talked to everyone but your target and they have already been introduced. You remember everyone's name EXCEPT hers. As you get up to go get another drink for yourself go "Okay, I think I got it. Your Blah.. Your blah, Your blah.." so on and so forth until you get to your target and go... "Oh umm.. what was your's again?" As long as you can name off the other's names real fast, this works really well.

Don't apologize when you can't remember her name.. like don't say "Oh, sorry, what was your name again?" Don't put in the "sorry" you want to lead it to being her fault for not talking to you more.

Absolutely, it is not just women per say. Humans in general like to hear their own name, just as most people like to hear their own voice.
