Girl initiated hanging out a couple times alone. We met through some friends and she is interested. But she happens to be sort of talking with another friend of mine and they say they are just kind of talking and not sure where it is going to go. She said she doesn't like being in the situation where she is attracted to me but was starting to talk with this guy. Looking for advice for next time how to close on a situation like this, also there is plenty IOI’s. I just need to let her know it’s alright if something happens between us because she is holding herself back. I know if I don’t close very soon I will be getting the “we are all better just friends.”

Well it seems obvious that you are both interested and it seems like she is telling you exactly what you just said, make your move now or she will move on because she isn't going to wait on you forever. So man up and create some sexual tension and go for the kiss before your friend beats you to it!
