I cant tell if this girl is just socially awkward, or not interested. Is telling a girl she is awkward too mean? |

If she is awkward the last thing you want to do is neg or insult her. Vague point of a neg is to level the playing field with high-value girls, with awkward girls to level the pkaying field you have to compliment them. |

Why would you tell a girl that she is awkward? It'll make things even more awkward. If she's doesn't socialize with you or give you responses, just next her. If she's playing hard to get, then you can neg her. |

Learn to tease appropriately, then consider using a neg. If you can't decide for yourself whether something is too mean to say to a girl, Negs will fuck you over. |
