a while ago i sarged this chick through facebook who went to my college...she knows some of my friends and i know some of hers but we never met...shes 21...im 29...after hesitation, she finally and gladly gave me her number...i used to animal approach cuz i love dogs and she does too obviously from her pictures..she lived in tampa and just moved down to miami which is where i live...i spoke to her a few times, keeping the conversations somewhat short...we decided to meet at the dog park but at the last second she blew me off saying she wont get off work till late...thats fine since i go to the park by myself anyway with my dog....she apologized and seemed genuine and said we could meet on thursday (2 days later)..thursday came and she again said that her brother needed the car and could not meet up again and aplogized...this chick is probably an 8 or a 9, pretty hot but obv has issues with her looks like all chicks do...im beginning to think she is flaky too....maybe she really had thigns come up, but i dunno....i texted her a couple days later and told her "hey flaky, lets try and make this dog park rendezvous happen this week!"..she hasnt replied back and its been a few days...

should i give up? i would like to make one last effort but i dont wana come off as needy...any ideas on what i should say or message her?

Say you're going somewhere, and invite her to tag along ...
Don't make a big deal, say something like
"I'm gonna go look for new clothing, and get some coffee or something, text me if you wanna tag along =P "
I had a somewhat situation like this, and that's what I did... and I also stopped answering her texts, and I would answer them very late, saying I was doing something (something fun).
Then she was the one crawling for my attention, the less attention you pay to this flaky things, the better. =)

I think you should move on. remember, an excuse is a polite rejection. she's just being nice about it and doesn't want to hurt your feelings.
