Don't consider this a solid IOI. In some people it's just a nervous habit. Granted it could be an IOI in some cases and I can see where you are going with this but I would look for other things to combine with this to tell if she's interested in you.
does it matter if it is lower lip or upper lip? |

its only really an IOI if she is looking at your lips wen she does it, yes combined with other things like her giving you kino |

I would say it would be an IOI if it were the bottom lip, with a little common sense of course. I mean, if she is bitting her upper lip, I would NOT take that as an IOI; rather, a nervous habibit. Although, I sometimes consider nervouness to be a IOI. You know how nervos you get around a hb? Well, I think it's the same for women.
