Is this something that one should push in order to stay out of the friend-zone? Also, when do you guys bring out the "you're (so) cute" stuff? This can be a physical complement or a compliment on the girl's personality. Personally I would feel great if a girl started saying that stuff to me... I don't know if that's the right way to look at it though.

Obviously if she's seen you as a totally platonic friend for three years, suddenly saying something like "i think you're really cute" will probably either creep her out or make you look like the "gay friend"
As far as texting something like "hey you," you're probably best of doing something like that after you've flirted a good deal over text and it's clear she's into you. Be careful not to come off as overbearing and too serious as always.
Best of luck

Compliments are fine only as long as you're not doing them to kiss up to her or with a hidden agenda. I usually give them out with a sarcastic tone and they dont really know if I'm complimenting them or insulting. Teasing, basically.
Either way stay true to your own personality and stay genuine.
